Transportation Reforms Take to the Fast Lane in Trump Budget

Following on his pledge to eliminate wasteful and inappropriate federal programs, President Donald Trump’s budget blueprint delivers when it comes to the Department of Transportation. Trump’s budget blueprint shears the Department of Transportation’s discretionary budget by $2.4 billion—some 13 percent—by slashing some of its most egregious programs. Although most of the department’s funding is classified as mandatory spending—which must be addressed in future budget plans—the blueprint tackles a number of the agency’s most problematic discretionary programs. These seemingly small cuts represent a necessary and ambitious reform agenda that tackles many programs that Congress refuses to address and even protects for political gain. Indeed, The Heritage Foundation has advocated for these pro-market reforms perennially in our “Blueprint for Balance” and “Blueprint for Reform.” First, the administration is proposing to eliminate subsidies for Amtrak’s long-distance routes, … Read entire article »

New York Times Misuses Data to Criticize Defunding of Planned Parenthood

Earlier this week, The New York Times ran a piece responding to Congress’ current plan to reallocate Planned Parenthood funding. The piece is little more than a recycling of old, problematic studies conducted by a partisan research group, combined with both anecdotal and selective evidence drawn from interviews and media reports. The article also completely ignores the benefits women will receive from the infusion of new funds into community health providers. Such health providers can address a wide range of women’s health needs without subjecting women to Planned Parenthood’s abortion agenda. First, the Times discusses a “study” produced last year by the Texas Policy Evaluation Project—nicknamed TxPep—which found that reallocating funds away from Planned Parenthood led to an increase in Medicaid births and costs in the Lone Star State. But as Charlotte Lozier Institute … Read entire article »

Despite Support From Some Conservatives, Freedom Caucus Remains Opposed to Obamacare Plan

A group of conservative lawmakers came out in support of the House GOP’s Obamacare replacement plan Friday, but even with their backing, an influential bloc of conservatives remain opposed to the bill. President Donald Trump held a meeting Friday in the Oval Office with members of the Republican Study Committee to discuss the health care bill, called the American Health Care Act. After the meeting, Trump told reporters he had successfully swayed the 13 members in attendance, some of whom arrived at the White House opposed to the legislation. “These folks were mostly no’s yesterday, and now every single one is a yes,” the president said. Trump said he agreed to “certain changes” to the bill dealing with the Medicaid expansion. Specifically, the president and members of the group agreed to give states … Read entire article »

Freedom Caucus Members Stress Importance of Entitlement Reform

Several members of the House Freedom Caucus shared their concern for the future of entitlement reform, emphasizing disappointment that it was not a part of President Donald Trump’s newly released budget. Reps. Raúl Labrador, R-Idaho; Mark Meadows, R-N.C.; and Louie Gohmert, R-Texas; expressed support for entitlement reform at a monthly Capitol Hill gathering. Trump’s budget blueprint, released Thursday, introduces increases in defense discretionary spending with cuts to nondefense discretionary spending. However, the budget does not address entitlement reform, something that concerned members of the Freedom Caucus. “I probably was more optimistic on entitlement reform a few weeks ago than I am now,” Meadows said, referencing a recent meeting with Trump. “I can tell you that I brought up entitlement reform to the president a week or so ago, and his pushback was a little … Read entire article »

Trump Budget Plan Curbs Federal Intervention in Higher Education

Trump Budget Plan Curbs Federal Intervention in Higher Education

The Trump administration’s proposed budget blueprint for 2018 significantly cuts waste in federal higher education spending. For decades, the federal government has increased spending on higher education programs with not much to show for it—other than higher tuition prices. Today, American students and taxpayers are in bad shape when it comes to college costs. The U.S. has $1.3 trillion in outstanding student loan debt, most recent graduates are not paying off their loans, and taxpayers are projected … Read entire article »

Kellyanne Conway ‘Happy’ About GOP Health Care Disagreements, Shows ‘Diverse Opinions’

Senior White House official Kellyanne Conway made the case for some intraparty conflict in remarks Friday. “I’m happy that the Republican Party is not a party just in lockstep, always agreeing with each other,” Conway said at the National Review Institute’s Ideas Summit. On the issue of health care, Conway referred to the GOP as “a big party with diverse opinions,” which she contrasted with Democrats, who she said are “beholden to the extreme elements of their party.” “I don’t really see that on the left,” Conway said. “Where are the blue dog democrats? Where are the pro-life Democrats? Where are the pro-Second Amendment Democrats? They just don’t exist anymore.” Conway went on to describe White House and congressional leadership’s three-phase approach to replacing Obamacare. Phase one is the American Health Care Act—the proposed Affordable … Read entire article »

Conservatives Do Believe in Social Justice. Here’s What Our Vision Looks Like.

Last month, America lost a great defender of freedom, Michael Novak. Novak was committed to rightly ordered liberty and cared deeply about the principles and practices that produce it. His enormous body of work emphasized the cultural prerequisites for political and economic freedom, as he stressed that economic conservativism and social conservatism are indivisible. In the words of Heritage Foundation founder Ed Feulner, “Michael forced those of us trained in the dismal science of economics to explain that we should be more than ‘free to choose’—rather we should be free to make good free choices.” Last year, I was the recipient of the Acton Institute’s Michael Novak Award for “outstanding scholarly research concerning the relationship between religion, economic freedom, and the free and virtuous society.” Upon receiving it, I delivered the annual Calihan … Read entire article »

Work Requirements in Medicaid Won’t Work. Here’s a Serious Alternative.

Recent reports indicate that the Trump administration and House Republicans are considering “work requirements” in Medicaid as part of their overall health care reform package. Under the proposed policy, governors would be given the option of requiring able-bodied adults without dependent children enrolled in Medicaid to hold a job, perform community service, or undertake training as a condition of receiving Medicaid services. While the idea of requiring work, training, or other constructive activity in exchange for benefits is sound in principle, there are numerous reasons why this policy would prove ineffective. Moreover, there are better ways to promote work in the context of the health care reform debate. First, the proposed policy is optional; most governors will just ignore it. Second, work requirements for medical services would be almost impossible to administer and … Read entire article »

Trump to Dismantle Obama Climate Legacy, Lawmaker Says

President Donald Trump is expected to sign an executive order dismantling the previous administration’s climate legacy, according to Sen. Jim Inhofe, R-Okla. Inhofe told The Daily Signal that Trump will eradicate the Environmental Protection Agency’s Clean Power Plan next week. “What you’re going to see next week is he’s going to take this power plan that we know isn’t going to work anyway and he’s going to run that over,” Inhofe said. The 2015 Clean Power Plan is a set of regulations on new and existing power plants that forces states to meet targets, established by the EPA, to reduce carbon dioxide emissions. Inhofe said former President Barack Obama’s plan was a “dismal failure.” “Now, Obama said we will reduce [carbon dioxide] emissions by 27 percent by 2025,” Inhofe said. “We immediately, cause I was … Read entire article »
