Ukraine Was Hit by a Massive Cyberattack. Why the US Must Keep Up Support for This Key Ally.

Large-scale cyberattacks against Ukraine on Tuesday reportedly hit government ministries, including the Cabinet of Ministers, several banks, a state power distributor, the Ukrainian postal service, a state-run aircraft manufacturer, and Boryspil airport in Kyiv, among other targets. The cyberattacks have also affected companies outside of Ukraine, including an advertising firm in the United Kingdom; Maersk, the Danish shipping company; a French manufacturer; the U.S. pharmaceutical company Merck; a U.S. law firm; and a Russian oil producer, Rosneft. Some cyber experts have stated that the suspected culprit is “hitting systems via the same leaked [National Security Agency] vulnerabilities as WannaCry.” However, the virus may well be a new version of ransomware that has not been seen before. Missouri Tried to Discriminate Against a Church for No Good Reason. How the Supreme Court Leveled the Playing Field.

In a 7-2 decision on Monday in Trinity Lutheran Church of Columbia, Inc. v. Comer, the Supreme Court overturned a Missouri policy that discriminated against a church simply because of its religious character. Citing a provision in its constitution that bars aid to religious organizations, Missouri had disqualified Trinity Lutheran Church’s preschool from a competition for recycled tires for playground resurfacing. Even though the church’s application ranked fifth out of 44 applications on the merits, the preschool was categorically denied the right to compete and did not receive one of the 14 grants that the state ultimately awarded. The Supreme Court held that Missouri’s policy violated the First Amendment. Supreme Court Lays Solid Foundation for School Choice Growth

This week, the nation’s highest court made two decisions that could profoundly affect the future of educational freedom in the United States. On Monday, the Supreme Court ruled in Trinity Lutheran Church of Columbia, Inc. v. Comer that the state of Missouri violated the Constitution when it excluded Trinity Lutheran’s preschool, because of its religious affiliation, from participating in a state-funded playground resurfacing program. The state of Missouri had used a provision in the state constitution known as a “Blaine Amendment” to deny a grant to the Lutheran preschool to resurface its playground. The state grant program provides grants to nonprofit institutions and schools for resurfacing materials that are made from recycled tires. The European Commission Just Fined Google $2.7 Billion. Such Foreign Antitrust Attacks Threaten US Innovation and Prosperity.

On June 27, the European Commission—Europe’s antitrust enforcer—fined Google over $2.7 billion for a supposed violation of European antitrust law that bestowed benefits, not harm, on consumers. And that’s just for starters. The commission is vigorously pursuing other antitrust investigations of Google that could lead to the imposition of billions of dollars in additional fines by European bureaucrats. The legal outlook for Google is cloudy at best. Although the commission’s decisions can be appealed to European courts, European Commission bureaucrats have a generally good track record in winning before those tribunals. How the Supreme Court Trampled on Private Property Rights in a Recent Decision

In last week’s decision in Murr v. Wisconsin, the Supreme Court upheld the Wisconsin State Court of Appeals’ ruling that two waterfront lots should be treated as a single unit in a “regulatory takings” case. In a blow to constitutionally guaranteed property rights, the decision denied a family just compensation for having the value of their land eviscerated by local government action. (Justice Neil Gorsuch did not participate in the decision of this case.) The Murrs are siblings who inherited from their parents two adjacent waterfront properties, along the lower St. Croix River in Troy, Wisconsin. My “Rewriting American History” column of a fortnight ago, about the dismantling of Confederate monuments, generated considerable mail. Some argued there should not be statues honoring traitors such as Robert E. Lee, Stonewall Jackson, and Jefferson Davis, who fought against the Union. Victors of wars get to write the history, and the history they write often does not reflect the facts. Let’s look at some of the facts and ask: Did the South have a right to secede from the Union? If it did, we can’t label Confederate generals as traitors. The open-borders lobby long has sought to muddy the issue of immigration by deliberately—and dishonestly—omitting the word “illegal” whenever possible and conflating all immigrants, legal and otherwise. “Human beings can’t be illegal,” they insist. The liberal media all too often have been complicit in the effort to sidestep the distinction, but it’s a distinction with a very big difference. (Substituting the euphemism “undocumented” for “illegal,” as they often do when including an adjective at all, doesn’t change that.) Terrorism Evolving and on the Rise in Europe, Expert Tells House Panel

Europeans who are joining ISIS make up one big reason the rise of terrorism isn’t going to be thwarted anytime soon, an expert on the subject told a congressional panel. “At least 5,000 to 6,000 Europeans who have fought alongside ISIS and other Islamist groups in Syria and Iraq are now returning to their home countries,” Heritage Foundation scholar Robin Simcox testified Tuesday. It’s Time to Pull the Plug on August Recess

The United States Senate has just 35 working days until the end of the fiscal year on Sept. 30, and that’s assuming Mondays and Fridays are indeed used for deliberation. One thing is totally clear: There isn’t time to deal with the issues that demand immediate attention. The only appropriate response is to cancel, or heavily truncate, the annual August recess that turns the United States Capitol into a ghost town.
