Utah Blood Draw Incident Shows the Limits of Police Authority

On July 26, Alex Wubbels was just trying to protect her patient by following a longstanding hospital policy—one she rightly understood to reflect the protections of the Fourth Amendment. She was rewarded with handcuffs and a seat in the back of a police cruiser. Wubbels, a former Olympic athlete and current head nurse of the University of Utah’s burn unit, appears to be the unfortunate victim of an overbearing law enforcement officer who either didn’t know the law, or purposely misstated it. According to reports, local authorities sent Detective Jeff Payne to the hospital’s burn unit to collect blood from a patient in order to test for the presence of illicit substances. The Iraq-Saudi Arabia relationship, while historically rocky, appears to be on the mend. Saddam Hussein’s invasion of Kuwait in 1990 prompted Saudi Arabia to close its border with Iraq. Since then, only Iraqi religious pilgrims have been allowed to cross once a year during the hajj season. After 27 years, the two nations are now planning to reopen the border crossing for trade. This decision came shortly after the Saudi Cabinet’s announcement that it had established a joint trade commission with Iraq. The Iraq-Saudi Arabia relationship has been marginally influenced by Iran’s shifting political situation. As Hurricane Irma bears down on Puerto Rico, home to 3.4 million U.S. citizens, President Donald Trump should prepare the way for a rapid relief and rebuilding effort by issuing an emergency waiver of the Jones Act. The Jones Act (formally the Merchant Marine Act of 1920) requires that all shipping between U.S. ports be done by American-built and American-crewed vessels. Although the requirement sounds like a job creator in theory, it has turned out to be a job destroyer in the U.S., diverting trade to other countries that are not covered by the Jones Act’s requirements. In natural disasters, the Jones Act is especially onerous. Some qualifying vessels may be sidelined by the storm, and the disruption creates a need for a burst of resupplying and rebuilding following the disaster. Lawmaker Seeks to Derail $900M for Amtrak Project as Earmark

A North Carolina congressman is working to stop $900 million in a transportation funding bill bound for an Amtrak project in New Jersey that he says violates the House’s ban on earmarks. “We are in the era of no earmarks and we certainly see one, essentially a $900 million earmark … called the Gateway Project,” Rep. Ted Budd, R-N.C., told The Daily Signal in a phone interview.
