welcome to Crossroads the Chinese Communist party is rolling out new programs that essentially enlist just about the entire country is either soldiers or spies for the Chinese Communist party now look the main spy agency of the CCP released a new propaganda video and a new program with it and this one essentially tries to enlist all Chinese citizens under the role of spies from your co-workers to your kids to the old lady who lives down the Street and alongside this interestingly the Chinese Communist part has also been rolling out other programs including one for example that builds militias under Chinese companies and another for military training even for school children now let’s start first with the ccp’s new spy initiative April 15th in China that was the ccp’s National Security education day and the regime’s ministry of State security kind of like the combination of FBI and CIA for the CCP they released a propaganda video warning that foreign spies they could be anywhere and so what is the solution well they’re suggesting under the Chinese Communist party that every single person in the country needs to help the MSS the ministry of State security find all these alleged spies watch [Music] so in other words this is a new CCP spy program that essentially tries to recruit every single person in China and look of course you know in the United States and other countries we have things like Community Watch we have programs to be on the lookout for terrorists with slogans like if you see something say something you’ve all heard it right but under the Chinese Communist party and just about any Communist Regime for that matter this actually has a lot broader implications this means a lot more and why is that well because under the CCP and the Soviets and any other communist system the definition of what would be a crime against the regime is extremely Broad in fact it even goes beyond just reporting your neighbors under the Chinese Communist party if you believe in Christianity and you don’t follow the ccp’s version you could be deemed like a foreign agent you could be deemed someone against the state you could be a danger to the regime itself if you support democracy you could be a criminal uh in fact they could deem you someone looking to overthrow the party a terrorist right the CCP has broad interpretations of these Concepts and so their definition of spy or terrorist or national security threat is not like how we understand it outside of China these terms in other words essentially enlist the people in China unfortunately as agents of the CCP at least that’s what they’re trying to do but there’s actually a lot more to it this also represents a fear within the CCP not that the Chinese people are on its side but that there may be risks and dangers of social disharmony that people may be plotting against the CCP that there’s a new wave of parano rising in the ranks of the Communist party and they view the Chinese people as potential threats and because of this TR they’re trying to enlist people to be on the lookout not only just the MSS and the military the secret police but even the old lady down the street and your children and the school kids and your neighbors all of that they want people to be watching each other now according to Antonio grao the new CCP spy program is tied to the regime’s National intelligence law and here’s what he had to say on on this in an analysis in The Epic Times he said the National Intelligence Law requires citizens and companies to assist the Chinese Communist Party CCP in intelligence gathering he notes this notion is echoed in the video’s description the one we just showed you highlighting that despite spies blending in among the Chinese population that quote as long as there are 14 1.4 billion I of you and me we can build 1.4 billion lines of Defense in other words again every single person in China and then quote maintaining National Security is for everyone and everyone is needed meaning again the CCP is trying to enlist every last person in China into this program Now grao notes that this place is the obligation for National Security on every Chinese Citizen’s shoulders urging them to report any suspicious activity by both foreigners and Nationals everyone he notes the ccb’s primary civilian spy agency again the MSS and its tasked with foreign intelligence Counter Intelligence human intelligence and also importantly demestic security and you’re going to be hearing a lot more about that in China by the way he knowes the ministry operates as a Chinese government Ministry supervised by both the state Council technically the government of China although the CCP still controls he knowes that’s the top administrative authority of the regime and also the pollit bureau standing committee which essentially establishes the leadership of the Chinese Communist Party he knowes that under XI jinping’s leadership the MSS Ministry of State security he he says they’ve assumed more of a prominent role in public domestic counter Espionage efforts finding spies or at least people accused of being spies he notes as well that under she the counter Espionage law was expanded last year the new law broadens the scope of what constitutes violations as I was saying right potentially encompassing he says routine business activities such as market research how dare you try to find out if Chinese companies are violating the law uh auditing you could be called someone uh again acting as a foreign spy if you try to audit a Chinese business uh also due diligence business Consulting or inquiries about sensitive subjects if you dare ask questions that CCB doesn’t want being asked you could be deemed a spy again emphasizing the fact that under the Chinese Communist Party look we can compare it to Community Watch and people looking out for terrorists in the US but the definitions of the crimes are different we don’t call business Consulting you know at some kind of risk against the regime uh we don’t talk about market research or auditing or due diligence or inquiry about sensitive topics as being engaged in you know counter Espionage or something like that that’s how the CCP is defining these things and so even though on the surface it looks like hey legitimate they looking for foreign spies in practice it means that they’re going after people who inquire about things the CCP doesn’t want people to talk about if you talk about the problems of the Chinese economy if you talk about corruption within Chinese businesses if you point out issues that maybe the CCP is lying about its economic growth numbers all of these things could get you targeted and that is the real the real nature of these laws not what they represent on the surface based on what we you know mostly for the most part uh not based on the way that we would normally interpret the meaning of these types of words you know counter spy operations Now grao notes that a security Titans though the MSS has come out of the Shadows to remind the public that they are being watched and also to watch each other uh create an air of paranoia in other words not only is Big Brother watching you but everyone could be watching you on behalf of big brother he notes that the ministry has social media accounts and its posters and notices are visible in public places in towns and cities all throughout the country so people are being constantly reminded that they are being watched and again the implication of that is not just what we understand as spy operations but even if you dare question the numbers or the systems and whatever else that exists under the CCP now also the Chinese Communist party is tried a system similar to this attempts to enlist every single citizen in China as a spy for the regime however this tactic is also not new the Chinese Communist part’s actually tried other systems like this in the past look already they have things like the 50 Cent Army these are paid online propagandists and internet trolls who scour the internet and leave comments on forums and social networks you know defending the CCP or spreading CCP propaganda talking points they have the social credit system which we’ve talked about before uh the social credit system gives you a rating are you a good citizen or are you a bad Citizen and it it built into it also though as a form of social pressure since of course your friends or family members can lower your score and so if you’re an individual trying to get into a nice College in China if you don’t want to get on the bad side of the CCP uh but your best friend maybe has converted to Christianity and the CCP uh doesn’t think that they’re doing it right because they’re not following the ccp’s altered version of it that puts the Communist Party above God uh then they might reduce your score and so people are incentivized to then go and pressure their neighbors and their friends and their family members to adhere to the guidelines of the CH Chinese Communist party because again if they do something the CCP does not like again supporting democracy democracy is labeled a cult in China under the Chinese Communist Party anything not directly into the CCP right and since other people can lower your score again every person is incentivized to enact the policies of the CCP and enforce them that is the type of environment the CCP has tried to create and again this new ministry of State security law trying to at least attempting to right enlist the Chinese people as spies for the regime it plays on a very similar concept everybody needs to be on the lookout for anybody who goes against the Chinese Communist party or even dares to question it or any part of the CCP again I would emphasize this is not a show of strength this is actually a show of Fear the Chinese Communist party’s programs a propagandizing and enlisting every single Chinese citizen at least trying to uh for regime security they don’t end there either there’s actually another very strange program that just launched just recently in fact at least on the surface it might seem strange but let me explain CNN says that Chinese companies are doing something rarely seen since the 1970s setting up their own volunteer armies military units under Chinese businesses they note that at least 16 major Chinese firms including a privately owned dairy giant why is a milk company uh trying to create its own military have established fighting forces over the past year according to a CNN analysis of State media reports and it notes these units known as The People’s Armed Forces departments are composed of civilians who retain their regular jobs they act as a reserve and auxiliary Force for China’s military the pla the world’s largest uh military they say and are available for Missions ranging from responding to natural disasters and helping maintain social order and keep in mind that’s going to be a key Point here to providing support during wartime another important thing now they talk to someone they say this quote the return of corporate militias ref reflex XI jinping’s Rising focus on the need to better integrate Economic Development with National Security as the country faces a more difficult future of slowing growth and Rising geopolitical competition it’s according to Neil Thomas a fellow for the Chinese politics at the Asia Society policy Institute Center for China analysis and he adds that corporate militias under military leadership could help the Communist Party more effectively quell incidents of social unrest such as consumer protests and employee strikes he said in other words the CCP seems to be afraid of its own people now look the Chinese Communist Party tends to blend the legitimate along with programs that are more totalitarian things we would not deem as legitimate right uh for example it’s counterterrorism laws would Encompass you know actual terrorism something I believe most of us would oppose but the counterterrorism law also extends to things that are not terrorism like people speaking badly about the Communist party or sometimes there was even a case recently of a Muslim weager in China who was arrested for listening to anti-ccp opinions if you oppose the CCP you can be guilty under that law now look we can see something similar at work here the military units in Chinese companies you know they work on things like responding to natural disasters what’s wrong with that right um a lot of companies for example will have certain elements of their staff who might get benefits even in the US if you take like a first aid course or a firefighting course or something to respond to a disaster right uh you play a role within the company where you can help others if something were to take place there nothing technically illegitimate about that but there’s also other things because when we get into the other sides of it this is where it gets complicated they have the vague role of these military units in China of helping maintain quote social order or even providing support during wartime so in other words they can be mobilized just like soldiers in an actual war and they can also be used to Target regular Chinese citizens remember again social order I would say is the real issue here and see the CNN article actually notes some of this as well let me show you what they say then I’ll explain a bit more they say that protests appear to be spreading as frustration grows the number of Labor strikes and demonst ations in China surged to 1,794 in 2023 in fact that’s more than like a couple of day folks then that’s more than doubling from 2022 when 830 cases were recorded and that’s according to data from the Chinese labor bulletin a Hong Kong based nonprofit organization that monitors workers protests I would add to it that again that’s even just what’s known and remember Hong Kong is now under the CCP and so it’s hard for them to clearly State as as well in other words it could be higher for all we know we don’t really that that is only what can be measured Now notes that just over a year ago protesters clashed with the police of the world’s biggest iPhone Factory in jenjo his anger boiled over against foxcon the company that used to manufacture iPhones for reneging on promises to increase pay and benefits to attract workers back after the pandemic and it said outside the corporate sector militia units are often organized by local governments and universities according to rules on militia work these units still exist in most of the places today only in a much smaller scale than in previous decades now for people who understand the history of the Chinese Communist party this wouldn’t be surprising in China under the CCP in fact until they had the reforms and opening up under Deng Xiao ping it used to be that basically all the businesses in China were under the pla they were under the Chinese military the Chinese military controlled most of the economic sector you still actually have a lot of that overlap but they have the illusion of a free market now having these military units within each of these things essentially works as people being guards for the Chinese Communist party people who are watchdogs for the Chinese Communist party people who can enforce and intimidate other workers uh through the narratives and the policies of the CCP these are essentially CCP units although they call them militias but they’re not militias like we have in the United States you know sworn to the Constitution or whatever else these are militias enacting the ccp’s guidelines that’s the difference now the programs in China notably to mobilize the population in favor of the CCP they don’t end with the spies they don’t end with the militias and different businesses the CCP has actually rolled out or trying to at least another program for military training for school children nay Asia says that China wants to promote awareness of National Defense in children as young as Elementary School under proposed legislation that would require military training at high schools and universities it notes the aim is to teach all members of society the quote Theory Knowledge and Skills associated with National Defense in other words you’re training little soldiers according to draft revisions of the National Defense Education law and know it’s the move to amend the law for the first time since 2018 comes with Rising tensions with the us over Taiwan and the South China Sea know that some universities have already allowed students to train with live ammunition and tanks and the draft calls for instilling some degree of National Defense awareness among elementary school children you’re training little kids too middle schoolers are to learn the basic knowledge and skills while high school and University students would undergo mandatory military training uh you can actually call this just mandatory service but they’re calling it training as if it was a class they’re not saying that they’re essentially creating mandatory military service for every person in China including in middle school and continuing that all through high school and all through college um again this is a this is a play on words here if this were to happen in most free countries you would say that the government was actually creating a mandatory military service program uh that even enlists children into the military the difference here is that they’re framing this as like an education program although the training and everything else seems to be the same as just normal military training now nay Asia notes that this Education and Training could be guided by the government the CCP and the people’s Liberation Army the armed wing of the Chinese Communist party which is again their mil military different notably from the US military in the United States our military is sworn to uphold the constitution in China the pla is sworn to protect the Communist Party they’re a party military not like a National military technically but that’s the nature of the PLA and the ccp’s Army in general now this notes that local governments would need to include Defense Education costs in their budgets state agencies universities and other organizations would be held accountable for violations of the law and they note as well China’s government the CCP has also sought to attract Talent from medical schools across the country they say that President Xi Jinping again the leader of the CCP urged students and staff during a visit to the Army Medical University in Chongqing in March to serve the battlefield and work to build a world class Army Medical School it knows that another aim of expanding National Defense Education is recrui Tech Talent technology right it notes that expertise in fields such as artificial intelligence Robotics and space are in great demand as China rushes to modernize its military and notes as well that Xi Jinping designated such emerging areas in March and called for strengthening the capacity uh the military’s capacity in them they’re trying to advance their armaments and so on again now with all these programs the Spy program the corporate military program what is essentially mandatory military training for Chinese kids going back to middle school high school and even through college there’s something important with the context here the Chinese Communist party it looks like right now it looks like it’s preparing for threats outside of China but also inside of China and part of this is in context of the CCP stoking the Flames of global war and especially with this push for example to take Taiwan by force the CCP is becoming more aggressive but also the CCP seems to believe that its own citizens could become threats to its power it seems that there’s a fear being developed within the halls of the Communist Party they’re afraid that their own citizens May rebel against them they’re not just afraid of outside enemies they’re afraid of enemies on the inside and there’s something else as well on that the regime seems to be Reviving messages similar to that you found under the cultural revolution um again because I mentioned a lot of these programs they’re not technically new a lot of these programs have history under the Chinese Communist party but a lot of them are old are things that they weren’t doing are things they claim they’d move forward from because these are things from the time of maong when the Chinese Communist party was practicing more of a full interpretation of you know maist communism and it looks like they’re rolling back to those times I’ll be talking more about what the messaging is and what it means and also the policies they’re trying to bring back in the rest of this episode for that though
